Replication Data: "Development Minister Characteristics and Aid Giving" (European Journal of Political Economy forthcoming)
Abstract: Over 300 government members have had the main responsibility for international development cooperation in 23 member countries of the OECD’s Development Assistance Committee since the organization started reporting detailed Official Development Assistance (ODA) data in 1967. Understanding their role in foreign aid giving is crucial since their decisions can influence aid effectiveness and thus economic development on the ground. Our study examines whether development ministers’ personal characteristics are associated with aid budgets and aid quality. To this end, we create a novel database on development ministers’ gender, political ideology, prior professional experience in development cooperation, education, and time in office over the 1967-2012 period. Results from fixed-effects panel regressions show that some of the personal characteristics of development ministers matter. Most notably, we find that more experienced ministers with respect to their time in the development office obtain larger aid budgets. Moreover, our results suggest that female ministers as well as officeholders with prior professional experience in development cooperation and a longer time in office provide higher-quality ODA.

Abstract: China’s provision of development finance to other countries is sizable but reliable information is scarce. We introduce a new open-source methodology for collecting project-level development finance information and create a database of Chinese official finance (OF) to Africa from 2000 to 2011. We find that China’s commitments amounted to approximately US$73 billion, of which US$15 billion are comparable to Official Development Assistance following Organization for Economic Cooperation and Development definitions. We provide details on 1,511 projects to fifty African countries. We use this database to extend previous research on aid and conflict, which suffers from omitted-variable bias due to the exclusion of Chinese development finance. Our results show that sudden withdrawals of ‘‘traditional’’ aid no longer induce conflict in the presence of sufficient alternative funding from China. Our findings highlight the importance of gathering more complete data on the development activities of ‘‘nontraditional donors’’ to better understand the link between aid and conflict.

Abstract: Foreign aid from China is often characterized as “rogue aid” that is guided by selfish interests alone. We collect data on Chinese project aid, food aid, medical staff and total aid money to developing countries, covering the 1956-2006 period, to empirically test to what extent self-interests shape China’s aid allocation. While political considerations shape China’s allocation of aid, China does not pay substantially more attention to politics compared to Western donors. What is more, China’s aid allocation seems to be widely independent of recipients’ endowment with natural resources and institutional characteristics. Overall, denoting Chinese aid as “rogue aid” seems unjustified.
